HB 1286 would allow request for proposals for solid waste contracts. The bill authorizes a town or a city other than Indianapolis to enter into a contract for the collection and disposal of solid waste through a request for proposals process instead of an invitation for bids process. Establishes a request for proposals procedure under which a town or a city other than Indianapolis may enter into a contract for the collection and disposal of solid waste. This bill was introduced in response to the issues that the City of Fort Wayne has had with their contracted hauler and would allow municipalities to weigh other factors and not be forced to accept the lowest bid.
